A still shorter dress than this would be proper, convenient, and healthful for females, when doing their housework, and especially, for those women who are obliged to perform more or less out-of-door labor.

Comment: The dress length is basically about mid-calf and definitely well below the knee. Wearing boots up above the knee is not what she is referring to but those that reached around the ankle area.
