A global plan to transform our world is unfolding, guided by Pope Leo XIV. On November 7, 2025, during the United Nations Climate Conference (COP30) in Belém, Brazil, Cardinal Pietro Parolin, the Vatican’s Secretary of State, delivered a message on behalf of the Pope. In it, Pope Leo called upon the world’s political and financial leaders to commit to building a new international economic order—one founded on solidarity, ecological conversion, and the common good—three central doctrines of Roman Catholic social teaching. But this was not merely a spiritual appeal. It represents an ambitious political agenda aimed at restructuring global finance and governance according to the Vatican’s vision—one that claims to benefit “everyone.”
The Holy See Press Office published the following on November 7, 2025:
• “On behalf of Pope Leo XIV, I extend cordial greetings to all participants in the thirtieth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change, and assure you of his closeness, support and encouragement.” [1]
• “Years ago, Pope Francis signed the Encyclical Letter Laudato Si’, in which he advocated for an ecological conversion that includes everyone, since climate is a common good, belonging to all and meant for all. At the global level, it is a complex system linked to many of the essential conditions for human life.” [1]
• “Due to their global nature, these challenges endanger the lives of everyone on this planet and therefore require international cooperation and a cohesive and forward-looking multilateralism. which puts the sacredness of life, the God-given dignity of every human being and the common good at its center.” [1]
• “May all the participants in this COP30, as well as those actively following its work, be inspired to embrace with courage this ecological conversion in thought and actions, bearing in mind the human face of the climate crisis.” [1]
• “May this ecological conversion inspire the development of a new human-centered international financial architecture that ensures all countries, especially the poorest and those most vulnerable to climate disasters, can reach their full potential and see the dignity of their citizens respected. This architecture should take into account also the link between ecological debt and foreign debt.” [1]
• “Pope Saint John Paul II emphasized that the ecological crisis is a moral issue and, as such, it reveals the urgent moral need for a new solidarity, especially in relations among the developing nations and those that are highly industrialized … Caring for creation, therefore, becomes an expression of humanity and solidarity.” [1]
• “May all the participants in this COP30 commit themselves to protecting and caring for the creation entrusted to us by God in order to build a peaceful world.” [1]
• “I assure you of the prayers of the Holy Father as you make important decisions at this COP30 for the common good and for the future of humankind.” [1]
Even though Pope Leo XIV promises that this “new human-centered international financial architecture” will be for everyone, it will ultimately consolidate power in the hands of a few. By presenting himself as the savior of economics rather than a shepherd of souls, Pope Leo seeks to reshape the world’s monetary systems and unite the nations under a centralized power modeled after Rome’s long-standing moral authority and papal decrees. The Pope’s plan will not only seek to manage wealth and resources—it will also serve as the enforcement mechanism in determining who can buy or sell during the mark of the beast crisis described in Revelation 13.
Rome speaks, and the world listens. The Pope commands, and politicians obey. Some yield for political advantage or financial reward, others for the sake of convenience, and still others out of fear of defying the beast of Revelation. Yet, in the end, all will be drawn into the same movement. The Pope of Rome will stand at the head of this international financial architecture, guiding nations and churches alike toward a global order under his leadership. The world’s political and religious powers will fully surrender their sovereignty and allegiance to Rome’s vision of a united world government.
“And the ten horns which thou sawest are ten kings, which have received no kingdom as yet; but receive power as kings one hour with the beast. These have one mind, and shall give their power and strength unto the beast.” Revelation 17:12, 13.
“The scenes to be enacted in our world are not yet even dreamed of. Satan is at work through human agencies. Those who are making an effort to change the Constitution and secure a law enforcing Sunday observance little realize what will be the result. A crisis is just upon us” (Testimonies, Vol. 5, p. 753).
