On September 13, 2026, the Laredo Morning Times reported that U.S. Congressman Henry Cuellar had traveled to Rome and participated in the 17th Annual Meeting of the International Catholic Legislators Network, where lawmakers gathered to hear Pope Leo XIV address their responsibility to shape public policy governing artificial intelligence. The Pope called on lawmakers to “guide” the progress and development of AI by protecting human rights and privacy.
The Laredo Morning Times published the following:
• “During his address, Pope Leo urged Christian and Catholic legislators not to slow technological progress but to guide it responsibly.” [1]
• “Following the conference, Cuellar said the pope’s remarks reinforced the responsibility lawmakers have in shaping the future of artificial intelligence.” [1]
• “Pope Leo XIV reminded us that as AI rapidly advances, we must consider not only what technology can do, but what we ought to do,” Cuellar said Wednesday. “As policymakers, we have a responsibility to ensure AI is developed responsibly, protects human dignity and fundamental freedoms, and serves the common good.” [1]
The real issue here is not artificial intelligence. Governments have a responsibility to address genuine dangers involving AI. The real issue is the growing pattern of lawmakers embracing the Pope’s legislative appeals. Pope Leo XIV has called upon legislators to establish laws governing artificial intelligence. Now we are hearing American lawmakers take up that call, repeat the Pope’s concerns, and emphasize the responsibility of government to act.
Today the subject is AI policy. Next, the emphasis will be Sunday legislation. We are seeing how this process works: the Pope speaks, political leaders listen, lawmakers amplify the message, and government is encouraged to translate the Pope’s moral appeals into mandates, regulations, and laws. This process is precisely how Revelation 13 will be fulfilled during the final crisis. Civil authorities will ultimately use the power of the state to enforce religious demands.
“And he exerciseth all the power of the first beast before him, and causeth the earth and them which dwell therein to worship the first beast.” Revelation 13:12
Today Rome says governments need laws concerning AI, and American lawmakers take up the call. What will happen when these same lawmakers heed Rome’s call to protect Sunday as a universal day of rest—all in the name of the “common good,” family life, workers’ rights, human dignity, and even the environment? Rome is already promoting Sunday rest using these very themes. We know exactly where such a church-state alliance will ultimately lead to.
“Sunday observance shall be enforced by law” (Great Controversy, p. 449).
