The Street Vendors Association Nagaland (SVAN), a government-aligned civil agency organized to regulate vendor laws in Northeastern India, has acknowledged imposing financial penalties on street vendors who conducted business during Sunday morning worship hours. During an October 16, 2026 press conference, association president Kughato Zhimo defended the enforcement campaign, explaining that “immense pressure” from churches and residents had prompted action. SVAN representatives said vendors had received warnings on successive Sundays before fines were imposed. The association described a disciplinary process involving warnings, monetary penalties, and possible termination of association membership for continued violations.
The Morung Express News, a local news outlet based in Dimapur, Nagaland, India, published the following on October 16, 2026:
• “Following public vitriol over the alleged collection of fines from street vendors on Sunday in Dimapur, the Street Vendors Association Nagaland (SVAN) on October 16 held that its enforcement drive was aimed at regulating vending during church service hours in compliance with municipal guidelines.” [1]
• “Addressing a press conference at their office in Dimapur, SVAN President Kughato Zhimo claimed that it acted in line with its constitution following complaints from residents and church bodies regarding street vending on Sundays.” [1]
• “Why we had to take steps on Sunday is because there is immense pressure from the churches and from the public on our office,” Zhimo said. He maintained that street vendors hold 40 percent representation on the Town Vending Committee headed by the Dimapur Municipal Council, stating that the association was merely complying with municipal and administrative directives restricting trade during church hours.” [1]
• “Explaining the decision to penalize traders, SVAN vice president Shikiho Ayemi stated that the association conducted visits on two consecutive Sundays to inform vendors before resorting to monetary penalties.” [1]
• “Vendors reportedly ignored the advisory compelling the association to resort to imposing penalty. He said that the first action was a verbal cautioning, the second was a fine and the third step will be terminating membership.” [1]
• “Various organizations take huge fines from these vendors, collecting Rs 500 to 1000.” [1]
This is a form of Christian tyranny described in Revelation 13 because it seeks to use the power of the state to enforce religious observance through intimidation, financial punishment, and economic coercion. An example of such tyranny occurred in India, where various individuals and groups—some acting with legitimate authority, others with questionable authority—stepped in to impose and collect fines from street vendors.
When Christian groups pressure governments to mandate the closure of establishments on Sundays—threatening businesses with fines and revoking the licenses of those who refuse to comply—they cross a line. They have abandoned the biblical methods of persuasion and proclamation, adopting religious oppression instead. True Christianity appeals to the conscience through the Word of God; it does not compel obedience through civil penalties.
“Not by the decisions of courts or councils or legislative assemblies, not by the patronage of worldly great men, is the kingdom of Christ established, but by the implanting of Christ’s nature in humanity through the work of the Holy Spirit” (Desire of Ages, p. 509).
No church has the divine authority to use the power of the state to oppress individuals by dictating when they must worship, work, or close their businesses. When religious demands become government mandates, freedom of conscience is replaced with tyranny, and the authority of Christ is misrepresented by those who claim to act in His name. This behavior is not the Christianity of Jesus Christ, who invites people to follow Him freely; rather, it reflects the characteristics of the system of the Antichrist—the power of the beast described in Revelation 13—which uses Christianity to exert power and control over others.

This is a glimpse of the mark of the beast in miniature because monetary fines are being imposed on those who open their businesses on Sunday.
Using financial penalties to enforce Sunday closings? Yes, this is Revelation 13.
