
“Who is able to make war with him?” Revelation 13:4
This question in Revelation 13:4—“Who is able to make war with him?”—reflects the global submission that the world will ultimately give to the beast power. It describes a union of political and spiritual dominance—an authority so great that none dare resist or challenge her decrees. We saw a glimpse of this prophetic fulfillment in a legal victory by the Catholic Church over the State of Washington, in which the state effectively bowed before the church. In this case Catholic doctrine was upheld above the rights of the citizens.
On October 10, 2025, the Washington State Standard reported that Washington State had decided to abandon enforcement of a law requiring priests and other clergy to report cases of child abuse or neglect, after the Catholic Church sued the state and gained the support of the Trump administration’s Justice Department.
The Washington State Standard published the following:
• “Washington has abandoned its effort to force Catholic priests and other religious leaders to divulge information on child abuse and neglect they learn of in confession.” [1]
• “With a pair of legal filings, the state agreed not to enforce the controversial provision of a new state law that adds clergy to a list of professions that must report to law enforcement when they have reasonable cause to believe that a child has suffered abuse or neglect.” [1]
• “The Trump administration had also weighed in on the case, siding with the churches.” [1]
• “In the case brought by three Catholic bishops, U.S. District Court Chief Judge David G. Estudillo ruled that requiring disclosures on information learned in confession infringed on their First Amendment right to practice religion and would force priests to violate their sacred vows or face punishment by the state. State attorneys concluded that, given the judge’s reasoning, settling the legal fights now was the best possible outcome.” [1]
Washington State’s decision demonstrates how civil authority can very easily yield to ecclesiastical power—a fulfillment of the principle that the world will once again stand in awe, asking in effect, “Who can oppose this system that claims both divine and temporal authority?” By agreeing not to enforce a law that was passed by the people, which would require Catholic priests to report child abuse disclosed in confession, the state has effectively recognized the supremacy of Roman Catholic Canon Law, which forbids priests from revealing confessions.
This move sets a precedent: the state acknowledges that Rome’s right to secrecy outweighs the legal duty to protect children. In prophetic terms, this shows that Revelation 13 is coming to pass, in which civil power bows its authority to the church.
Because of this ruling, if a priest learns of a case of child molestation or abuse in the confessional, he is now legally protected in not reporting it. This means that predators could confess their crimes, receive what they believe is an absolution for their sins, and continue to harm children—while the authorities remain unaware. The protection of children must come before the protection of the confessional box. Church policy cannot be permitted to supersede the moral duty to defend the helpless.
Christ Himself said, “It were better for him that a millstone were hanged about his neck, and that he were drowned in the depth of the sea, than that he should offend one of these little ones.” Matthew 18:6.
Civil governments exist to uphold justice and to defend citizens from harm. When the state concedes that a priest’s vow of secrecy is more important than the protection of a child, it places the power and influence of the church above everyone else. That is the very nature of the unholy alliance between religion and politics warned of in prophecy—where spiritual authority dictates civil law.
This is a sign of the times. The U.S. government—once a symbol of religious liberty—is showing increasing readiness to honor religious decrees even when they conflict with civil protections. When the church can persuade the state to exempt it from accountability, the prophetic danger of the church being above the state is already in operation.
